Procedure for Consideration of Research Manuscripts Submitted to the "Herald of the Library Assambly of Eurasia" Journal for Publication

  1. The authors who wish to publish their manuscripts in «Herald of the Library Assembly of Eurasia» must send them by e-mail ( mbrs@rsl.ru , RaykovaGA@rsl.ru ) to the Journal Editorial Office. The subject matter of the manuscript must match the scope of the Journal and one of the main Sections. The authors must observe Requirements for Manuscripts to be Published in the «Herald of the Library Assembly of Eurasia» Journal which can be found on the Journal web-site and the last page of each issue or provided by the Editorial Office upon request.
  2. The Editorial Office accepts only original research materials which have not been published elsewhere. Should plagiarism and / or duplicate publication be identified, the manuscript will be rejected at any stage of publishing process.
  3. All legal matters related to publication in the Journal, including the responsibilities of the Parties (author and publisher), are regulated on the basis of the PUBLIC OFFER (PUBLISHING) and the Offer Acceptance Act signed by the author. The acceptance act must be handed over/sent in the printed form and signed by the author(s) in blue ink (ballpoint pen).
  4. The Editorial Office will advise the author(s) by e-mail if the manuscript has /has not been accepted for review and subsequent publication.
  5. After the manuscript is registered, the Editorial Office can send to the author(s) its comments concerning both the content and formatting of the manuscript that have to be taken into account and improved before the manuscript is checked in and passed to reviewers. The amended version of the manuscript must be sent back by e-mail to the Editorial Office.
  6. The decision to publish is taken by the Editorial Office, taking into account the compliance of the presented material to the journal topics, the relevance of the theme article, its scientific contribution and significance of the study results. Within 4 (four) months from receiving the manuscript, the Editorial Office must inform the author if the manuscript has been accepted for publication.
  7. When finally approved, the manuscript will be added to the journal portfolio and put on the publication list (in order of priority to be determined by the Editor-in-Chief according to the submission date of the manuscript, the content of the respective journal section and the thematic scope of the issue).
  8. The manuscript with the Editor’s comments as well as its proof and review must be kept in the Editorial Office archive for at least one year after publication.
  9. Authors are fully responsible for the content and publishing of their manuscripts. The opinion of the Editorial Board may differ from that of the authors, and the Editorial Board will never be held liable for any inaccurate data published in the Journal. The Journal Editorial Board disclaims any responsibility to the authors and/or third persons and organizations for any damage that may incur as a result of the publication of the manuscript.
  10. The fee for publishing in the journal will not be charged. No royalties are paid.
  11. Manuscripts and related other materials will not be returned.
  12. Manuscripts that do not observe Requirements for Manuscripts to be Published in the «Herald of the Library Assembly of Eurasia» Journal will not be accepted for publication.
